Flood Repair and House Elevation: A Debris Guide
Wet debris can weigh close to double the dry equivalent, and disposal is charged by the ton. Here is how to plan a shoreline project properly.

A large share of the work we do along the shoreline is flood-related: remediation after a storm, ground-floor rebuilds, and full house elevations. It is genuinely different from ordinary renovation work, and planning it like ordinary renovation work is how budgets go wrong.
Why this is its own category
Shippan, the Cove, Old Greenwich, Riverside, parts of Darien and Norwalk, Compo in Westport and the Fairfield beach area all sit low and close to the water. Properties there have taken water more than once, and a great many have been rebuilt or raised as a result.
Three things make this work distinct: the material is wet and therefore heavy, the project runs in phases that want different containers, and the sites are frequently tight with limited turning room. Get all three right and it runs smoothly. Miss the first one and you pay for it by the ton.
The weight problem
This is the single most important thing to understand, and it is the one most often missed.
Wet material can approach double the weight of the same material dry. Saturated fibreglass insulation, soaked carpet and underlay, waterlogged framing and subfloor, damp drywall, and stored contents in a flooded basement — cardboard, books, textiles, furniture — all carry water weight that does not show in the volume at all.
Disposal is charged by the ton. So a container that looks identical to a dry renovation load can cost meaningfully more to dispose of, and a container sized on volume alone will go into overage.
The practical response is to size one step down from what the volume suggests on any strip-out where the material is wet, and to tell your container company that the property has taken water. We size for it rather than letting it appear on the invoice as a surprise.
There is a second-order effect worth knowing: material that sits in an open container through rain gets heavier while it waits. On this work, short rentals and prompt collection are a genuine cost control rather than an administrative preference.
Phase one: strip-out
The demolition phase produces the heaviest material of the project: saturated drywall and insulation, wet subfloor and framing, soaked carpet, ruined contents, and often old masonry from piers and foundations.
This wants a 15 yard, swapped as needed, rather than a 30. It will not look full when it reaches its tonnage. That is expected and it is why the smaller container is correct.
Where the strip-out includes masonry piers or a stone foundation, that goes in a separate 10 yard as clean fill. Mixing it into the general strip-out container is the fastest way to an overweight charge on an already-heavy load.
Mould remediation may run alongside this. Material removed under a remediation protocol may have containment and handling requirements — check with your remediation contractor before assuming it can go in a general container.
Phase two: elevation and structural
If the house is being raised, this phase generates less volume than people expect but it is awkward material: cut-off piers, old sill plate, foundation masonry, and whatever comes out from under the structure once there is access.
It is also the phase where site access is most constrained, because the house is up on cribbing and the working area around it is limited. This is where a container may need to be repositioned mid-project, and where telling us the sequence in advance saves money — scheduled repositioning is cheaper than treating each move as a new delivery.
Phase three: rebuild
The rebuild flips the problem completely. Packaging, offcuts, sheathing waste, cabinet and appliance cartons, insulation wrappers, flooring offcuts. Bulky, light and voluminous.
This is a 30 yard phase. Using the same 15 yard you used for the strip-out means swapping constantly and paying for deliveries you did not need.
It is also the phase where separating clean cardboard is genuinely worth doing. On a full ground-floor rebuild the volume of cartons alone can justify handling it as a separate stream.
What cannot go in
Flood work turns up prohibited items more reliably than almost any other job type, because water gets into everything.
Fuel and oil are the big ones. Heating oil tanks in flooded basements are common across this shoreline and tank removal is specialist work with its own route. Displaced fuel, oil-contaminated material and anything with fuel residue all need separate handling.
Then the usual list: paint, solvents, garden and pool chemicals, batteries, propane cylinders, tyres, and refrigerant appliances. Flooded basements produce a lot of dead dehumidifiers and freezers, which need the refrigerant recovering before the shell can be disposed of.
And asbestos. Opening up a pre-1980s ground floor after flooding frequently exposes floor tile, mastic and pipe insulation that needs testing before it is disturbed.
Timing, weather and the container
Three practical points.
Cover the container if rain is forecast. On this work more than any other, an open box through a storm is a direct cost.
Collect promptly. Do not leave a loaded strip-out container sitting through a wet weekend. The debris is already at the heavy end and it will only get heavier.
Book after a storm event early. When a serious storm goes through this shoreline, demand for containers spikes across the whole county within days. If you are dealing with damage, ring early and be flexible on the delivery day.
Getting the sequence right
The single most useful thing you can do is tell your container company the whole plan at the start rather than calling three separate times.
Give us the phases, the rough dates and the site constraints — turning room, where the box can sit once the house is raised, whether there is a neighbour's driveway in play. We will schedule the sizes to match the phases and the repositioning to match the build, and that is where the saving on a project like this actually sits.
